One Truck, Three Labels: New York’s December 2026 Neonic Expansion, EPA’s 2025 Insecticide Strategy, and the Record on the Jug
Audit fear is rational when the PDF in the office, the label on the truck, and the state the technician just crossed no longer describe the same use.

Structural companies that hold licenses in more than one state do not have a label problem in the abstract. They have a truck problem. The same concentrate rides from a California food account to a New York exterior, and the sentence the technician remembers from the morning meeting is already out of date relative to one of those states.
Two public developments keep getting flattened into “EPA changed the rules.” They should not be. In April 2025 EPA finalized an Insecticide Strategy under the Endangered Species Act. It is a framework for how the agency will register and reevaluate agricultural insecticides. It is not itself a rule that rewrites the structural label in a technician’s hand. Separately, New York’s Birds and Bees Protection Act already restricts some outdoor neonicotinoid uses, and on December 31, 2026 the list of active ingredients in that outdoor ornamental and turf prohibition gets larger. A narrow structural exemption exists. It is not a statewide hall pass.
